Reclasifying PA Non-Resident Student

My son will be attending Penn St. as an out-of-state resident, since our family currently lives in TX. However, we plan to relocate to PA and retire after she completes her first year there. How long will we have to live in PA before we can get him reclassified as a resident? I have read all the various requirements to establish residency PRIOR to a student being admitted, but couldn't find anything pertaining to this specific question. Obviously, I would hope that we wouldn't have to live in PA for 12 months before we could get him reclassified, as we would like to pay in-state tuition vs. out-of-state.
