UC Education Abroad - Acceptance Rate?

I'm planning on studying abroad with UCEAP (University of California Education Abroad Program) and applications are coming up. Is there ever a problem with acceptance? What I mean is, if I have satisfied all requirements, can I still be rejected on the basis of there being too many applicants, and if so, is it a good idea to apply to more than one program?
