Hi, my brother and I took the psat exam as entrance for a gifted program. I know that I got 211 which I think is 98th/99th percentiles anyway we have to be over 95th percentile so he wanted to know would he get in. He got 161.

So what percentile would that be for people aged 13 (in seventh grade)

It depends on the program. The College Board does not release percentiles by age group. Were his scores pretty even across all 3 of the sections, or heavier in one than another?
