Low Cost Summer Programs on the West Coast

Hi! I am a junior in North Carolina. My family is planning to move to California, and I would like to apply to several summer programs in California but most of them are reserved for in state students. I have applied to several summer programs, but most of them are in NC or nearby. I also applied to PAYS or USC Bovard Scholars, but those required me to be a state resident or a counselor rec (my counselor is lazy, and only reply emails on Thursday. I would avoid any programs with a counselor rec) My family is poor, so we would love to find any cheap programs with no state residency requirement on the West Coast (preferably with no counselor rec).

    1270-PSAT plan to take SAT in March
    4.3 GPA 53/646 rank
    Good recs from teachers that have relations with UNC Chapel Hill (plan to apply for Project Uplift, but probably cannot attend it due to moving to CA)
    Leadership experiences: Vietnamese church co-leader, Founder of a nonprofit chapter
    National awards and publishes are mostly in art
    Interest: architecture, leadership programs
    Other hooks: First gen, four person household income 20k, self-learner

    your gpa is pretty good but tbh if your in the bay area your gpa will prolly drop bc its super competitive here
