SUNY and Portuguese

Sorry I posted this in Albany's forum when I meant to post it here...
Is Albany the only SUNY with an undergrad program in Portuguese?
On a side note, which SUNY is generally considered the best for foreign language study? I've read that it might be Plattsburgh due to its proximity to French Canada.
