Chances for PSU BA/MD Program

Ok heres my story

I'm a junior, I moved to Texas two months ago. I miss Pennsylvania. I want to be a doctor. I want to do a BA/MD program to save myself from the stress of knowing that 50% of premed students arent accepted to ANY med school. My solution is to go to Penn State and do their Accelerate Pre-Med/Med Program. I think (hopefully I'll do good enough on my SATs) that I'll pass the grade requirements to apply to the program.

SATs (2150-2200)
GPA 4.0/4.0

Adventure Club :-D 9-10 (suppose 2 be secretary this year but i moved..can i put that i was elected)
Community Serive Corp (we didnt realyl do anything)

I have about 20 hours of volunteer work helping school functions

Spanish Club
Spanish Honors Society
HOSA(health occupation students of america)

I have an award from John Hopkins Center for Talented Youth for scoring high on a test I took through them

Next Year I will have
National Honor Society
All Current Curriculars
Computer Science Club

I've been in all honors at by the end of high school will have taken
AP Euro Hist.
AP US Hisotry
AP Gov
Ap Economics
AP Spanish
AP Bio
AP Physics
AP Comp Sci A
AP Calculus BC

Assuming I have around a 3.8-4.0 GPA this time next year, what are the chances I'll get in..and what will help boost my chances. Also, is an out-of-stater less likely to get into PSU then an in-stater. And do adcoms have sympathy for someone who moved in their junior year.

they may have gotten rid of this program, or it might be next year...not sure

Can someone answer my question :-P
