I'm looking for a college with a good physics program that is also affordable and not a headache to get admitted to.

Most state schools (ie, Penn State, U of Michigan, UVA) have excellent physics programs and are not too expensive even for out-of-state students. Some can get a little more competitive for out of state students, however.
Also a lot of the research universities which have strong physics programs also have a tradition of giving out a lot of money based on merit, a few examples in this category being Case Western Reserve and RPI. They also tend to have high acceptance rates because it's a self-selecting pool of applicants.

MIT Caltech Harvard Berkeley Princeton Stanford are known for their excellent physics (and very tough!!!) dept.
