<p>I would just send a short letter/fax to the admissions office. Attach a copy of your credit card statement showing the double charge, and ask them to please issue you a refund. Be polite and matter-of-fact, and there’s no reason they’ll be annoyed.</p>

<p>No, you are absolutely wrong. Non-refundable means that you can’t get your $70 back because you want to withdraw your application (e.g., because you got in early somewhere else). Non-refundable doesn’t mean that Columbia will make you pay $140 because someone made a mistake. The kid will absolutely get his money back if he asks.</p>
<p>My ex also somehow accidentally paid twice when he was applying to Stanford last year. He freaked out about it, but admissions was very nice and straightforward about it and gave his money back, even though it said “non-refundable” on the app. Even though this is Columbia we’re talking about, I’m sure they won’t take your money like that due to a simple mistake…</p>
<p>They will refund your money. I don’t know what you think of the admissions department, but they’re not evil and will understand. Especially if this is a billing error on their part (which it most likely is), it will not in anyway negatively reflect upon your application.</p>
