US Permanent Residency Holder (South Korean) considered international?

I am South Korean citizen though I have US Permanent Residency (for about 4 years now) getting citzenship pretty soon (though not likely before the college admission process).

Does green card holder (Permanent Resident) considered international to college admissioner?

I wanted to be clarified on this.
Thanks in advance!

There is absolutely no difference between a permanent resident and a U.S. citizen when it comes to college applications. The two are treated the same.

(Although there might be SLIGHT bias against residents but no one can be sure of that, and that would be on a case by case basis. Certainly, policies state that the two are treated the same, and being a permanent resident instead of a citizen will NOT affect your chances to a noticeable degree.)

You are not international. You qualify for instate tuition where you live based on the same state residency requirements as U.S. citizens.
