Transfer from Penn State to Temple

So I'm a freshman at Penn State with a major in mechanical engineering, but I'm trying to transfer to Temple for Fall 2017. Yes I know PSU engineering is so much better, blabla, but I decided to transfer to be closer to home and pay less money for tuition. Nonetheless, I just want your opinions to see if I can get accepted as a transfer.

Didn't do so well my first semester, scored around a 2.3ish GPA but according to my grades spring semester, I should be around a 3.6-3.8 GPA range bringing my cumulative up to around a 3.00. I'm worried because I had a terrible GPA first semester because I only took 4 classes and scored a D in one of them. Will this ruin my chances of getting accepted as a mechanical engineering major there? I'm satisfied with my essay and test scores, it's just the GPA that gets me worried.
