Getting into UT fraternities from out of state

So I am a senior in high school and am considering going to the University of Texas next year. I am definitely into the party scene so I am very interested in being a part of greek life. However, I've heard that it is very hard for out of state students to get a bid to a top tier fraternity due to the fact that we don't have the connections and aren't able to simply drive to Austin for roundup or any of the other unofficial rush events. So do I have decent chances of getting a bid (I have a strong personality and social skills), or will all the bids be taken before I even arrive late this summer.
