Baylor University Merit based aid and honors scholarships

My son made a 36 on the ACT test and is a National Merit Finalist. We did not receive a "full ride" to Baylor. We could not do a Distinguished Scholar Day due to all days reaching maximum applicants extremely early. We did do an Invitation to Excellence day. We had some financial need money offered and a work study but they took it away when he got the Regents for National Merit. Each person we call gives us no help. Any suggestions as he would really like to go there.
