T1 UG --> Ivy Grad/Professional school?

I'm currently a student at a local CC with credits taken there during my senior year of HS (last year). I'd like to attempt to transfer to UPenn or Cornell (among other T1 universities). From what I've heard, if you were not immaculate in high school, then you can forget applying Ivy. Unfortunately, that is the case here. I took the SATs (second attempt) this fall and have scored:

600 M
700 CR
800 W

I'm thinking about taking them for a third - and final - time next Spring and applying to universities around this time next year.

Should I join any clubs? I'll be starting PTK next sem., but that's about it. I'm majoring in BME (biomedical eng.) with a minor in chem and plan to apply to medical school.
