Do i need TOEFL again if I am studying in the US as an international student?

If I am currently in a community college in the US as a F-1 Student and want to transfer to a 4 year college like Cornell, do I need to give TOEFL again if my old TOEFL score isnt valid till then?

Also what exactly does an International Transfer Student mean? A international student transferring from another nation or an international student transferring from a college in the same nation.

    TOEFL scores are valid for 2 years after the test date.If you're within that window, there's no issue. If you're outside that window, you probably would not need to retake if you've been studying in the US, but each college sets their own requirements, so ask.
    Also what exactly does an International Transfer Student mean? A international student transferring from another nation or an international student transferring from a college in the same nation.
    Depends on context. If transferring to a US university, either/both definitions are applicable.

    For example, cornell sets the TOEFL requirement for International Freshmen and International Transfer Students as 100. What does this mean? DO I have to give TOEFL again if I transfer from a community college after 2 years?

    In this specific case, yes, unless you can waive based on SAT or your last 2 years in HS were in the US or another English speaking country.

    Contact Cornell for the official answer. Nobody here knows what their policy is with India. Although English is an official language, it's few people's first language.
