Oxbridge is not the name of a university; Oxbridge is used as shorthand for Oxford and Cambridge, the two oldest and most prestigious universities in England.

ECs are not relevant, unless they connect to the subject you're applying to study.

GPA is not directly relevant, but may affect your teachers' recomendation.

You need at least 3 APs for Oxford, and 5 for Cambridge, in subjects relevant to your chosen degree subject as far as possible, with scores of 5 in each.

Some American students are admitted each year, so of course it's not impossible - but you will need to be an outstanding student who knows what you want to study and why. Read through some of the threads here.
