Are out of state Regent Scholars eligible for instate tuition?

There are a lot of perks to go with being a Regent Scholar, such as priority registration, housing, alumni networking ... etc. Financially you get $2500 per year for 4 years. I wonder if the Regent Scholars are also eligible to pay instate tuition?
