How hard is it to transfer between the UC's?

My friend will be attending Davis the coming fall as an econ major, and obviously that is not the ideal school to study econ in. I wonder if it is possible for her to transfer from Davis to Berkeley, maybe during or after the general eds. Her past few years have been really rough -- death of a parent, family financial crisis, and now getting rejected by her safety schools. I told her that she should try to transfer to Berkeley in the future, but I just want make sure on my side that I am not getting her hopes up right now. I've heard in the past that people would rather attend community colleges to get a better chance to transfer to a good UC than attending a lower-end UC and then transfer. However, two very smart people from my year right now, who got into schools like USC, are planning to attend Riverside and then transfer to LA or Berkeley. So, how hard is it actually to transfer between the UC's?

CCC is significantly easier to transfer to UCs from than other UCs. CCC students get priority. In addition, it takes a lot less work to get the GPA you need to transfer at a CCC than at a UC.

So what can she do to improve her chance at transferring to Berkeley? Would Berkeley pick CC students over UC students who have the same level of caliber?

i heard it is very difficult to switch from UC to UC. if you're a UC trying to switch to another UC, you'll be at the veryyyy bottom of the list when they're choosing people to accept. like, the last of the last.
my friend wants to try to switch from ucsd to berkeley. i told her that it's difficult to do, but it is possible. & she's right, it is, but still very hard.
im not sure how chances can be improved though. but yes, berkeley will probably choose CC students over UC ones.

Corona, yes, UCs would pick a CC students over a UC student, assuming they had an equal GPA.

It's absurdly easy getting in as a CC transfer. (They don't even have to take the SAT.) Definitely much harder as a UC transfer.
