Solid test scores and good EC's with leadership. Upward GPA trend is helpful but your GPA is a bit low for the top UC's.

Make sure you have another safety on your list even though UCSC is close.

    Best of luck.
Freshman admit rates (2016) for UC GPA of 3.80-4.19:

    UCB: 14%
    UCLA: 14%
    UCSD: 44%
    UCSB: 54%
    UCD: 58%
    UCI: 65%
    UCSC: 85%
    UCR: 94%
    UCM: 96%

UC admissions are highly subjective for people with your stats. UCB or UCLA could happen if your application strikes the right chord - but, Riverside and Merced are your best shots, Santa Cruz could go either way.
    Good luck
