Biomedical Engineering graduate school (master's/phD)

Hi I'm a senior biomedical engineering student at University of Miami applying for a BS to PhD program in BME as well. I had a few questions:
1) How is the BME grad program at University of Florida, Gainesville?
2) Is it worth it to go out of state for grad school? Is it financially feasible compared to in-state?
3) When is the latest I should take my GRE, is early November too late?
4) Lastly, anyone hear know of any good biomedical/bioengineering programs anywhere? I am interested in doing research in neurosensory.
