EXCEL Program

So, I applied to the EXCEL program the beginning of January. I scored a 690 on the math portion of the SAT. I also took ap calculus AB my junior year and scored a 5 on the ap exam. when i took the math placement exam for UCF, it recommended that i take calculus my first semester of college.
Well, I checked my status and it said, "Unfortunately, we cannot grant you admission to the excel program. We wish you success at UCF."
Is the excel program geared towards people who struggle in math and my stats were too high? Any thoughts?
