Chances as a transfer?

Hey everyone,

I really, really want to transfer to UC Boulder in the fall. I am a sophomore right now, and have completed over 30 credit hours, so I won't need to submit any test scores. HOWEVER, my college GPA at the moment is a 3.18. Not so great. They have a guaranteed admission agreement for transfer students in-state, BUT I don't live in Colorado, so I don't qualify for that. I will be submitting a (presumably very strong) recommendation letter, if that affects anything.

It doesn't seem like UC Boulder is extremely difficult to get into, but I don't know if my GPA or the fact that I'm a transfer student changes that.
