English is not native language

On the application checklist, it states that UM does check your English proficiency by using TOEFL or IELTS tests. However, since I have taken both the SAT and ACT and received 670 and 31, respectively, am I able to use those scores to show my proficiency in English instead of taking the TOEFL or IELTS tests?
