Scholarships in the Letter?

I'm slightly confused about the merit-based scholarships.

Do they include those with the acceptance letter? Also, does getting one depend on your major?

I'm under undeclared, so could that affect any scholarship opportunities?

And finally, Will I be able to apply for merit-based scholarships during my second year if I don't qualify for my first year?

I'm pretty sure they notify you of merit aid with the acceptance letter- my dean's scholarship letter came in my acceptance packet and I think that's how they all come.
