what is considered "complete" app?

I applied to UM 12/1 and everything else arrived to UM no later than 12/5.

But I found out I needed TOEFL scores, so I sent TOEFL exemption letter around New Years and finally was exempted to send TOEFL score.

Does that mean my application was finally "completed" when my TOEFL score was exempted? or ..do you think it was considered done back in December?

Did anyone hear back who applied in December?

    Probably when UMich decided that you were exempted (not when they told you, they probably decided before they actually told you.) I doubt that they would look at your application before the exemption because you needed to send it like you needed to send ACT/SAT scores.

    My application was all matched up on 12/5, and I still haven't heard back from the admissions office. :/
