Question About Letter of Recommendation

Hi all, I am an in-state student with a 31 ACT, 3.42 UW GPA, 4.38 W GPA, 10 AP classes, mediocre extracurriculars, and pretty good essays. So here is my question: I applied by the EA deadline with one really good recommendation, and another teacher chosen but they have not started. Will my chances decrease if I only have one letter of recommendation? If I get the other teacher to finish theirs, it will probably only be average. What are my chances with one letter versus if I got two? Thanks!
