Low GPA but everything else is fine? [applying ED]

I am looking at applying to CAS ED. My only concern is that my unweighted gpa is a 3.8 (because of three B's I had freshmen year). My course load is all honors and APs. However class rank wise, I am in the top 4 percent of 400 students. My grades also demonstrate a strong upward trend. In addition, I have competitive SAT (1540) and SAT II (one 800, three others in 740-750 range) scores. I also have solid ECs with some leadership positions and two research internships. Do I still have a shot at Penn? (I am an unhooked applicant.)
