The priority for housing goes like this, continuing sophomores are guaranteed housing, there was a lottery for continuing juniors and seniors, through which many were given housing and some were placed on a waiting list, those on the waiting list are given priority as spaces open up, once the waiting list is empty they will place transfer students and then they will place continuing students who did not take part in the lottery.
I'm not sure how your chances are this year since most of the housing spaces went to meet the sophomore guarantee, but I know last year at least a few spaces opened up.
