electrical engineering acceptance chance

I'm an international undergraduate student and I'm going to apply for master degree in electrical engineering at UT Austin. My GPA is narrowly upper than minimum requirement (15.6/20 and 15/20 is equal to 3/4) and my toefl ibt score is 85 and still I haven't taken gre exam. how do you see my chance to be accepted? I've already emailed a professor for fund and he told me first complete your application, can I be hopeful to get fund?
