UVA Free Tuition Program for Low Income

So I heard from someone about a program at UVA that would give in-state students whose family income is less than $80K full tuition. Is this program actually a thing that UVA is doing?

    I’m seeing these things at a number of schools. I’m not sure how this overlays the financial aid process when the school already guarantees to meet full need which UVA dies. I also question what “usual assets” are.
