[Washington] Can I get in Washington even if I'm rejected by College of Engineering?

Hello, I am applying for University of Washington, Seattle.

I chose Computer Science as my first major and Pre-Computing/Engineering as the second in order to lower the risk. However, I worried that College of Engineering is too hard to get in even for an undeclared program. So I e-mailed UW to change my selections to 1. Pre Major (General Undeclared) 2. Computer Science. The admission officer simply observed that I was to lower the risk rather than change majors. She replied that they were not changing majors but it's fine because they would not consider majors in their review.

Does it mean that even if I was not qualified to get in College of Engineering, it won't affect whether I could be admitted to University of Washington? I am not pretty sure...
