In no way is a 740 in the SAT II low...

but umm an 8.6 out of 10 is equivalent to an 86/100, so im thinking thats like a B/B+ average? Which would be around a 3.33 uw GPA, unless I'm just completely wrong...

Average (or less than) gpa and low sats, but great ECs that might be your saving grace- try to write your essay about them! Definitely a hook. I wouldn't say you are guaranteed admission, and i don't think you would get any merit aid if you apply for financial assistance.
