What if I didn't get a notice letter?

Some of my friends got letters from UC Berkeley and UCLA, giving them their own account to fill out supplements. The supplements can include recommendation letter requests, more personal statements, and more information in general. What if I didn't get that? What does it mean when they ask you for more information? Does it mean that they have a better chance to get accepted than those who never got those letters?
