What are my chances as an in state student with a 26 and a 3.1. I have taken all the honors and ap programs that my high school offers and dual enrolled over the summer and got a's. I also run varsity cross country and work at a library. Is there much hope for me? or am i wasting 35 bucks

What are you kidding me here? U of M? Come on, at least NAME THE SCHOOL or give us a state or something. Do you live in Maryland? Missouri? Minnesota? Manitoba maybe? What is this? Don't forget to tell us which location you plan to apply to once we know the actual state/province...
