They didn't charge me when I submitted the SIR. Why?

I got admitted to UC Berkeley and I submitted my SIR and they where supposed to charge me $250 but they never displayed a screen that allowed me to pay it. I was confused, but I decided to wait for an email. I never received one. Then I created my Cal account and email. I went to my finances to check if I needed to pay it and it says I don't owe them anything yet. I just see my financial aid and the rest of the tuition I need to pay by August. Do any of you guys have the same situation or know why this is happening? Thank you!

    Did you by chance qualify for Regents? I did, but didn't get it. But perhaps the SIR is paid for?

    I called but I was not able to get through the lines. The lines were always busy. I filed a ticket online but never received a response. I am thinking of asking my friend in Berkeley to go to Registrar's office to check in person. Tomorrow is the last day to file SIR. Any one has any inputs on this issue ?Did any one call ?
