<p>Considering that you like computer engineering, your stats show interest. You’re strong in math, which is definitely a plus. However, universities are holistic, and some things will bite. First, you’re applying to mostly public universities, and OOS/international will hurt at a bunch of them. Your ability to pay full tuition will matter a lot. I’m assuming the 91% figure is your average grade. That’d not quite enough info, since for all we know, it could be classes that are equivalent to Harvard graduate courses, or it could be mostly non-academic. Please tell us whether you took tough courses wherever possible.
Your math SAT and subject tests are good, but reading and writing SATs will bite. It’s less of a problem at UIUC, but it’ll still hurt. If possible, retake the SAT. There’s something called eprep that I used for the reading, and (I kid you not) three hours of studying the day before brought me from 640-750. They have videos explaining the answers. It may or may not help, but at least do the free ones to get an idea, and to get some stuff out of the way.
High class rank is helpful.
ECs definitely help. If you have any leadership roles, at all, or recognition, do mention it.
Finally, make sure to have a kickass essay and recs. </p>

Retake the SAT if your can, making sure to work hard on the reading and writing.
Make sure essays are masterful, and that you get awesome recs.
Your chances are hard to say, since we don’t know how hard your classes were, but it seems like:
UIUC is accessible, but real tough.
Purdue shouldn’t be a problem, though again, make sure the essay is good
UCB and UCLA (sorry to say this but it’s true) will be crapshoots
Georgiatech will be real tough, worse than UIUC, but not as bad as UC
UVA is gonna be bad, UC range
UCSB is a match, since your stats are decently high, by their standards but OOS will make things a bit tough
UCI is easy</p>
<p>You should consider private schools. Since you’re international, public and private schools will make no difference for money, and your chances might go up. As for which ones, it seems to be a matter of fit. Just don’t dismiss them.</p>
