Not all schools give good financial aid and at most transfers get lousy aid.
Applying to public universities OOS was never going to result in good results in terms of financial aid.
Check the deadlines for private universities from the “meet need” and see which ones have your major and which ones are still accepting applications - some may have march 30 deadlines.
Your profile is very strong. The issue is that you applied to universities that don’t have financial aid for OOS or transfers.
Women in engineering and Pacific islander are two hooks indeed but it won’t help at universities that don’t give any financial aid to OOS transfers. So you need to target the full need universities that offer CSE where those hooks will actually help.
