Maybe get naked, then get your clean clothes, and put them on?

Honestly, don't be shy to get naked in front of other guys. unless you are "hot" and they are "perverts", nothing is going to happen. No one will care that you are naked.

You can also change in the bathroom if modesty is a concern.

I thought almost all boys had to cross this bridge in middle school PE.

Lounging in your underwear probably not cool, especially if you expect random visitors from time to time. T-shirts and athletic shorts are appropriate lounging attire.

You can also use a robe when changing underwear. As far as dorm room attire it's something to discuss with your roommate. But I agree like t-shirt /shorts is perfect college attire especially in your room.

Be barely bare. Change quickly and don't lie around in your tighty whities or boxers. Athletic shorts are fine. Roommates generally figure out how to respect each other's modesty without even talking about it. And perverts are pretty rare, so you really don't need to worry about ending up with one as a roommate.

I’m currently a college junior (a dude). You can just turn and face the wall and drop your underwear and quickly put on new ones. No one cares, it’s no big deal. You don’t really wanna be the guy that changes in the bathroom.

In terms of lounging, same thing. No one really cares if you’re just chillin in your underwear (girls might tho so be mindful of girls coming over). But if it’s just dudes then no one cares

Could you please explain what you mean by "perverts", and what you assume will happen, if said "perverts" are there?

It is really unlikely you and your roommate will always be in the room together. Choose your moment.

You change in your room or in the shower. Every dorm has its own dress code for public spaces. In general, if you have a single sex hall or dorm, the dress code in public spaces tends to be more lax, and lounging around in your undoes may be considered acceptable, though your dorm mates may not be happy with you sitting in your tighty whities on a shared couch. However, in coed dorms, lounging around in your underwear in public spaces is generally not considered acceptable, but there may be exceptions to that rule, as well.
