Many colleges require that you send official scores from the testing agency, which for SAT is the College Board so it is unlikely you can avoid the issue – there are a number of colleges that accept self-reported scores or deem scores appearing on your official high school transcript to be official scores the same as ones from the testing agency and thus for those you have an option not to go through College Board.
I do not know the actual nature of the problems you may have heard, but College Board is usually fairly quick in sending scores, usually within a week or less after you order them. Also, its sending and the college’s receipt of scores is now a simultaeous action. CB sends scores by placing them in an internet account the college has with College Board and thus the college officially receives the scores as soon as CB puts them in that account.
The main problems CB has had in the last couple years, which now seem to be mostly rectified, resulted from the adoption of the new SAT test that was first given in March 2016. With the first few tests many scores were delayed and the optional writing section seemed to take forever to get graded. Those problems now seem to be mostly corrected although issues still arise for some, particularly in relation to the optional writing section.
