UMD uses a Holistic evaluation process. No one here can really give chances, so most people just decline to answer.

What is her major? She looks good to me except for impacted majors. UGA is a fine school and because of Hope and Zell Miller , has become increasingly difficult to gain admissions

SAT is prob below average but other stuff looks good. good essay and letters and I would say she has a good chance, but no guarantee and don't think UMD really tracks interest.
But UGA is a great backup!

SAT scores look quite low... but everything else looks really good, as they take a holistic approach. Also, probably depends on which major. If engineering, that SAT score may be a little low...

@jhmoney Your guess is as good as ours. I would recommend that you take a look at the stats from last year's admitted students and extrapolate from there. If you have Naviance, you could look at that to give you an idea.
