What plan of action should I take to be accepted to Harvard's medical school? I'm only a freshman in college.

First, reevaluate your career goals. What's more important, being a doctor or being a graduate of HMS?

I researched and found that Harvard has a great psychiatry program.

Well maybe your research would have shown you that "great program" means residency which doesn't require you to be an HMS graduate. You might have also found that there are other exceptional psychiatry programs other than HMS.

Again, if your goal is to be the best psychiatrist you can be, then a myopic focus on one particular school or residency program will 100% of the time be detrimental to that goal. If your goal is brag about the names on the diplomas that hang on your office wall, then by all means, pick one program and one program only...
