<p>My understanding is that this scenario began in 1996 when USNA determined to use independent contractors as an alternative method for saving and even “making” $ on commissions paid back by vendors. And as it’s become more and more “pared” down in order to make more (that in turn can be spent elsewhere), well it’s become a problem sorely exacerbated this year when the order came down for mandatory meals on the Yard. Not brain surgery, nor a situation created overnight. And totally different dynamics than at USMA and USAFA.</p>
