I didn’t say that it does. You said that SGS does not give full financial aid. The link I provided says that they “do not meet the full demonstrated financial need for all students.”
The fact that they do not meet full need for everyone does not necessarily mean that they do not meet full need for anyone.
And yet the OP has yet to report back in… 
My bad! I suppose we’re in agreement then. Yale, on the other hand, does give full need to its Eli Whitney scholars.
