Acceptances without Scholarships?

he was not considered for the top two anyway? Or some other weird practice/logic like that?

The top Full Tuition+ Scholarships are offered to the most outstanding students who have the stats to get into the tippy-top colleges and also have qualities that USC really wants, enough so that they are offer them a very big carrot in order to snag them away from a higher rated college. As with college admissions at most top colleges these days, the admission process is holistic, and trying to figure out why one student was admitted or passed over, is much like trying to peer into a black box. If they decide to go to USC, their hi stats help make USC’s Student Profile look even better .Its a quest for ratings, as well as a for a student body that top tier profs will want to teach to .

He was offered admission and IF he is a NMF he automatically WILL receive the 1/2 tuition scholarship IF he accepts the offer of acceptance from USC AND designates USC as his top choice by the mid May deadline.
Those lucky enough to be offered an early acceptance wont find out about the NMF scholarship until much later, when USC receives the official NMF list from NMSF.
