discrepent applicants with higher test scores than expected for their HS GPA tend to be high SES, while discrepent applicants with higher HS GPA than expected for their test scores tend to be low SES.

Can you provide a link to this research - I haven’t seen it.

The head of ACT obviously has a vested interest in the outcome. The input should be considered, but the source needs to be factored in.

The discrepant issue is discussed in Paul Tough’s recent book. I would expect he cited the research, but you would have to take a look.
