And as noted previously - when you have a 20K budget and are applying to schools with acceptance rates in the low single digits or with no chance to hit your $$, you’ll need tradeoffs.
I’ve seen your point twice - but I am also living in the reality of the situation which is why I’ve already recommended W Carolina ($20K all in) was recommended for an East Coast Alternative. The same rate is also charged at Elizabeth City State, Fayetteville State, and UNC Pembroke. At least two, if not all three, are HBCUs if that’s a concern. W Carolina is not.
While I hope the OP gets into a school that meets full need (and that they in fact have this need) and that cost is where they need to be ($20K), having a list of schools that won’t get you there and then others that admit 32 of 1973 and 185 of 2528 -
This is in fact not a complete plan.
Perhaps there are other schools like F&M - I can’t tell if they meet need for Transfers but they do for first year.
But OP will likely have to make tradeoffs - I’ve read your response several times and don’t mean to write mine several times - but it’s the reality of the situation OP faces that you’re seemingly bypassing.
What are your recommendations for the student to apply that will hit $20K and may be a certainty or at least not a highly unlikely?
Finishing your education (presumably two years) in CA doesn’t mean you you need to stay here. Go ahead and shoot your shot to the schools you have listed, but also TAG to a UC (note UCLA, UCB and UCSD do not participate in TAG).
If you don’t get into one of the east coast schools, TAG will guarantee that you can finish your education. Apply for the UCDC Program and internships in DC and use the next two years to set up your exit plan.
I think this is an excellent compromise…at least worthy of consideration.
You have a very interesting application story. You might get accepted at a college that meets full need, and right now that sounds like a good chunk of the college bill.

You might not be eligible for UC instate tuition either. And there is precious little aid of any kind given to OOS students. UCs are about $75,000 a year. So really “staying” in California might not actually be possible (if you would have been applying to instate public universities).
So…good reason not to stay in CA!
