At the university that I teach at, we are not supposed to give incompletes unless there is an extenuating circumstance. The provost is explicit that inability to keep up with the work is not an excuse for an incomplete. Therefore, in my opinion, anyone who receives an incomplete in my class already has an acceptable excuse for turning assignments in late. Different schools and different professors will have different policies, however.
