Unfortunately you are short. You can download the official UC chart from http://eap.ucop.edu/Documents/_forms/unitcoversion.pdf and it says those 7 units on the quarter system is worth 4.66 semester units. Add that to 54 and you are just short. 58.66 is almost but not quite there…
If you have acceptances to UCs then there is one slim change. Call the admissions office TOMORROW and explain your circumstances. You’ll probably get a clerk that says “sorry” but maybe not. And even if the clerk says no you have another chance. Send an email to the director of admissions and the Dean of students. I remember orientation where the Dean of my college explained that he was the person responsible for enforcing the college rules and he was the person with the power to waive them!
Not only can the director or dean waive the rules, the FAQ at Santa Cruz (where you expressed an interest in an earlier post) even implies it has been done before.
What you need to do ASAP is get your conditions modified to allow you to take a summer class and earn those 1.44 units
