Actually I just tried and tested. It depends on the browser. For me, when I log in from safari it shows like this: https://■■■■■■/BPC6x0w
When I login from chrome, it looks normal.
In this case no. But whenever colleges upload decision, it can lead to some abnormalities. For example, JHU will show blue screen and not the previous screen if you got accepted.

Yeah it is. I think they just messed up safari version because there are certain code which is specifically written for safari browsers in the source code.

The padding does not show up in my portal even when I use Safari. Interesting.
Did you use MacBook or iPhone? Usually we write different codes for different screen sizes to make it responsive. I used Mac.
