If he is taking an extra course, that could account for his lower than desired GPA. I’d make sure his course load is less for the upcoming year.
I second the recommendation to look at schools in Canada, Australia and the UK. In Canada, University of Toronto and University of Waterloo are excellent for math students.
After reading all your kind replies I thought I’d better clear some things up for your better understanding my son’s situation. I should have done it at an earlier time.

@cinnamon1212 He is a very unusual case in his school. School counselor tries to help him out but I would like to do my own research for making the college list and planning coming summer.
@DadTwoGirls He is a typical STEM boy showing strength in math and science but weakness in English and humanities.
He is interested in LACs with a good STEM program as well. Would you please recommand any of them which you believe fits to him?

How advanced is he in math? I.e. what math courses will he complete before high school graduation?
Math majors who are highly advanced in math (college sophomore math like multivariable calculus and linear algebra before high school graduation) may want to take graduate level courses and do graduate level research, or at least take more than the typical number of upper level math courses, during undergraduate. So undergraduate-focused LACs’ and other colleges’ math departments need to be evaluated carefully to check for sufficient offerings for such students, if the student in question is such a student.
Also, “good STEM program” is too broad. A college can be good in some STEM majors (e.g. biology, various engineering majors) but not others (e.g. physics is often quite small as a major, and both it and math tend to have much instructional capacity consumed by service courses for other majors).
Is he looking for a small STEM focused school or a LAC that is not STEM focused? Does he have a particular area that he is interested in studying?
@ucbalumnus He is going to take HL math for IB DP, which includes number and algebra, functions, geometry and trigonometry, statistics and probability and calculus. In light of the level of difficulties or advance, according to his school counselor, they will reach up to a first/second-year undergraduate level before his high-school graduation. I believe he will be interested much in the math courses you mentioned, but his plan for math major is still quite vague. He just loves math and wants to major it.
