I find it hilarious you think Baltimore is the south - but I get it. If OP doesn’t find it South, Salisbury is $37K before merit - and depending on stats, there could be merit!! Just throwing that in as an example where merit isn’t the question vs. actual cost.
That’s the thing - we all define things differently - so I appreciate that you see Baltimore as south.
And I hope they do come back because no one can truly help them without having definitive info they will hopefully come back and provide - stats, etc.
